Wow am I Confused!

So I was reading some posts on another blog when I noticed something weird. There were the usual scrambled letters to be copied into the little box. These are presumably to deter scammers, but more likely only baffles the feeble minded! But what really threw me was the symbol next to the box:



When you scroll over it, the message "listen and type the letters you hear" appears. So what has me really confused, is this so a blind person can post a response to a blog? But how can they read the blog?????? Is there a translator that reads web pages to them? Or a Braille computer screen????? Or has the anti-discrimination laws stuck fear into the internet????
